Xbox outage disc games block was unintended, Microsoft says
Microsoft says Xbox disc games should work offline after a licensing outage blocked some players, and a fix is planned.

Microsoft says an Xbox outage disc games problem that kept some players from using physical copies was not how the system is meant to work. The explanation matters for console owners who expect a game on a disc to remain playable even when Xbox services fail.
Xbox technology chief Scott Van Vliet told The Verge that Microsoft is reviewing reports from players who could not open disc-based games during the service interruption. He said Xbox’s checks for disc rights are not supposed to stop players from reaching their games.
The outage began Sunday night and continued for nearly a full day, according to The Verge. Microsoft’s Xbox status page confirmed at the time that some console owners had trouble playing both physical and digital games, as well as signing in, opening apps and finding titles in the Xbox store.
Xbox said the problems were fixed Monday evening, The Verge reported. Van Vliet later said on X that the disruption was tied to an outside licensing service, though his first explanation did not say why disc games were caught up in the failure.
Why did the Xbox outage affect disc games?
Van Vliet told The Verge that Xbox found a problem that stopped some consoles from using stored rights information correctly during the outage. He said offline mode is also built to use those stored rights, which is why Microsoft is preparing an update meant to keep the issue from happening again.
Those rights records, often called entitlements, tell a console what content a player is allowed to use. In the case of a disc, the physical copy still goes through a license-related check, but Microsoft says that process is designed to allow play without an active service connection.
Tom’s Hardware noted that discs for Xbox One and Xbox Series S/X systems include encrypted files with license data attached. Microsoft’s own game development documentation says games with full disc support should be usable offline, according to The Verge.
The incident landed during a broader debate over physical game ownership and preservation. The Verge reported that Sony is set to end production of physical PlayStation game discs by 2028, while Xbox is testing a disc-to-digital feature for players who own physical games.
The outage gave that debate a concrete example: some owners with discs still could not play during a licensing failure. Microsoft’s position, through Van Vliet’s comments, is that disc access should have survived the service interruption and that a future Xbox update will address the failure point.
For players, the practical takeaway is narrow but important. Xbox discs may involve digital rights checks, yet Microsoft says those checks should rely on saved entitlement data when a console is offline or when a related service is down.
