Iran-Ukraine Caspian attack dispute draws warnings from Kyiv
Ukraine’s foreign minister urged Iran not to escalate after Tehran denounced a Caspian Sea drone strike that killed an Iranian sailor.

The Iran-Ukraine Caspian attack dispute widened Tuesday as Ukrainian Foreign Minister Andrii Sybiha said he warned Tehran against escalation after a strike on an Iranian vessel. The exchange matters because it links Russia’s war in Ukraine with rising tensions involving Iran, Israel and the United States.
Sybiha said on X that he spoke by phone with Iranian Foreign Minister Abbas Araghchi and urged Iran to avoid steps that could intensify the dispute. He also said he told Araghchi that Iran should end any backing for Russia’s war against Ukraine.
According to Al Jazeera and Reuters, the call followed Tehran’s condemnation of a Ukrainian drone attack on an Iranian commercial ship in the Caspian Sea. Iran has said the attack killed one sailor and wounded another.
What happened in the Caspian Sea attack?
Ukraine has said its operation in the Caspian Sea was aimed at a Russian warship and vessels used to move military cargo linked to Iran. Sybiha said Ukraine’s actions were intended to defend the country from Russian aggression and were not meant to hit civilians or civilian ships.
Araghchi confirmed the call with Sybiha. Iranian media reported that Araghchi said Sybiha described the strike as unintentional and said Ukraine did not want to raise tensions.
In his own post on X, Araghchi said Iran was not seeking escalation but viewed any attack on Iranian citizens or interests as unacceptable. He also said there should be compensation for losses.
Araghchi had taken a sharper tone earlier, saying Sunday that the attack on the Iranian commercial vessel could not go unanswered. He also accused Israel of provoking the strike in an effort to pull Europe into its war, according to Al Jazeera and Reuters.
Why Iran and Ukraine are at odds
Ukraine has accused Iran of supporting Russia’s war effort. During more than four years of full-scale war, Ukraine has faced repeated attacks involving Iranian-designed drones, according to Al Jazeera and Reuters.
Kyiv has built up technology to counter drone threats. It has also offered help to Middle Eastern countries facing Iranian strikes that followed US and Israeli attacks on Iran this year, according to the same reporting.
The dispute also drew in Israel. Israeli Foreign Minister Gideon Saar said on X that he spoke with Sybiha and discussed shared challenges, including what he called the threat from Iran. Saar said he expected deeper cooperation with Ukraine.
On the same day, Ukrainian President Volodymyr Zelenskyy and Israeli Prime Minister Benjamin Netanyahu each visited the White House for separate meetings with US President Donald Trump. The meetings took place as wars continued in Europe and the Middle East.
Iranian officials have also warned of consequences. Ebrahim Azizi, who heads Iran’s parliament’s National Security and Foreign Policy Commission, said Saturday that attacks on Iran come at a cost and described the Caspian Sea strike as miscalculated, according to Al Jazeera and Reuters.
